1) A couple of patches ago, Commbadges (and rank pips) stopped showing up on Armor if you have the armor shown on your character. Not sure if this is intentional or a bug though.
2) TNG Movie Commbadge should be available for all Uniform options, not just the TNG Movie and Series outfits. Also the TNG Movie Commbadge is unavailable for the DS9 uniforms but in DS9 they used that commbadge before they switched out to the gray shouldered uniform and the TNG Movie Badge was seen on a DS9 style uniform in both Star Trek Online Voyager and Star Trek Generations (Now on Hulu for a bit if you want to see it).
3) TNG Series Commbadge should also be available for all uniforms if you have the TNG Series and DS9 Uniforms (Collector's Edition).
